CIDA’s Tsunami Results Monitoring Project (Oct 2007- Jun 2009)

The assignment is to assist Canadian International Development Agency (CIDA) in the results monitoring and performance tracking of CIDA’s longer term tsunami reconstruction programme in Sri Lanka . The project will monitor the various tsunami projects across several sectors throughout the country to report on the overall progress of the individual activities in terms of effectiveness , as well as to ensure high level results are being obtained and accountability is being respected. The program covers a wide spectrum of areas which includes housing, water, sanitation and hygiene, microfinance and livelihoods, strengthening community capacities, effective local governance, child care and gender issues, and restoration of environment and eco systems. The total funding is approx. US $ 80 million in 34 sub projects.

Gemidiriya Project - Evaluation of Skill Development Fund Utilization ( Nov 2008- Jun 2009)

The Skills Development Fund (SDF) of Gemidiriya has been in operation since 2004 to provide soft loans to young individuals and to groups of young people, to acquire skills that increase their employability. Objectives of this assignment are: (i) improve the efficiency and effectiveness of the SDF in meeting its own objective, (ii) evaluate the level of success of the Fund in linking the youth to the job market, including appropriateness of training provided, linkages to private sector, career development support, etc. (iii) assess the efficiency in the utilization of funds, repayment of loans, and in limiting opportunities for fund misappropriation by beneficiaries, (iv) Identify the weaknesses and effectiveness of the MIS adopted by the project for monitoring the project with respect to the following, and (v) conduct a market scan to assess the opportunities in the job market for youth.

Study on Quantification of Economic and Social Benefits Contributed by the TVET Sector (Feb 2008- Nov 2008)

The main objectives of the study is to; I. Analyze and quantify the social and economic benefits of TVET, including rate of return analysis (economic / financial) and /or cost-benefit analysis II. Develop indicators for assessment of the economic and social benefits and III. Develop models for quantification of economic & social benefits in the TVET sector. This study is expected to provide information on the economic and financial viability of the vocational training institutes and the employability and economic benefits of trainees passing out of these institutes. The analysis of costs and benefits of training will assist policy makers to improve training and enhance the benefits received by trainees.

Baseline Survey for the Development of Culture-oriented Tourism in Sigiriya (Nov 2008- Feb 2009)

The Technical Cooperation Project for the Development of Culture-Oriented Tourism in Sigiriya funded by Japan International Cooperation Agency is to establish the new Sigiriya Museum as a core tourism facility in Sigiriya area and develop the capacity of the museum operation and management as well as tourism for the counterpart agencies, the Central Cultural Fund(CCF) and the Sri Lanka Tourism Promotion Board ( SLTPB).Under the Project, the JICA Team of Experts subcontracted EML to carry out the survey. The survey identified the present situation in both public and private sectors of the tourism industry, the present situation of domestic and foreign tourist movement, and the opinions of local residents in the project target area by conducting interviews and workshops.

Case study on Introduction of Entrepreneurship Studies into the Secondary Education Curriculum in Sri Lanka (Oct 2008-Feb 2009)

The task involved the preparation of a case study regarding the introduction of new subject titled Entrepreneurial Studies into the secondary education curriculum of Sri Lanka. This new subject sought to teach the students, at a more practical level, the methods involved in running a successful business as an entrepreneur. Despite, the stumbling blocks faced this new subject is popular among students and has much potential for development, as it provides hope for better future for students unwilling or unable to pursue tertiary education.

Survey of Costs and Benefits and Business Environment of Medium and Small Enterprises (MSEs) in Sri Lanka (Mar 2008-Oct 2008)

This study is a component of the study/dialogue project on “Labour Laws, the Business Environment and the Growth of MSEs in South Asia” The International Labour Organization (ILO) is currently engaged in a research and policy dialogue process supported by the Norwegian Agency for Development Cooperation (NORAD) on how labour and labour-related laws, other legal and regulatory factors and other business environment factors (credit, marketing, demand, etc.) affect the development of MSEs. The process is composed of the following two studies: Study 1- Review of the impact (direct and indirect) of labour laws in the context of the overall business environment on MSEs; Study-2 Survey of costs and benefits of doing business (business environment with focus on labour laws and other regulations) on MSEs

Environmental Assessment for the Dam Rehabilitation on Pologolla, Randenigala, Kandlama & Bowathenna Dams ( Aug 2008- Feb 2009)

Comprehensive environmental assessments of the rehabilitation of major dams on the Mahaweli River is a requirement component of the Dam Safety and Water Resource Planning Project funded by the World Bank. The objective of the project is to reduce water induced hazards and enhance the effectiveness of water resource planning in Sri Lanka. This will be achieved through: improving dam safety and operational efficiency; upgrading and modernizing the county’s hydro-meteorological information system; providing technical assistance and pilot interventions for integrated water resources planning and management; and supporting institutional development and capacity building of the relevant national agencies.

Socio-economic Baseline Survey for Post Tsunami Coastal Rehabilitation and Resource Management (Sep 2007- May 2008)

This base line survey was to facilitate the main program that would supplement the current efforts of the international community to assist the Government of Sri Lanka to bridge the gaps in their ongoing efforts in the recovery from tsunami damage, and to provide support to the tsunami affected communities to return to normalcy through a rapid plan of action based on self-reliance and community-based reconstruction. The project also provided essential social and economic infrastructure in strengthening communities to manage coastal resources in a sustainable manner and improve income and women’s participation in social and economic activities.

Small Towns & Rural Arid Areas Water Supply & Sanitation Project ( May 2007- Apr 2008)

This Technical Assistance (TA) Project comprised: (i) a feasibility study for ADB financing that emphasizes poverty reduction and responds to locally expressed needs regarding priority water supply and sanitation infrastructure, and (ii) capacity development and institutionalizing mechanisms for sustainable community-based infrastructure development. Main features are: detailed evaluation of the water supply and sanitation sector, economic and financial feasibility studies, social and environmental studies, and the institutional and capacity building of NWSDB and CBOs.

IEE and detailed design for the proposed composting plant at Thirupperumthurai in Batticaloa District (Nov 2008 - Feb 2009).

The Batticaloa Municipal Council (BMC), which has a large volume of industrial, domestic and agricultural waste, envisages the establishment and operation of an Integrated Solid Waste Management (ISWM) system to safeguard the health of its population and environment. The composting plant also will be a solution to the current practices of open burning and dumping of organic wastes which is a serious burden on the BMC resulting in the pollution of natural ecosystems.

Feasibility Study and Capacity Upgrading of Municipalities for National Solid Waste Management Support Centre

The study is a requirement under the National Solid Waste Management Program which assists municipalities in the efficient Solid Waste management. The outputs of the study include specific action plans, including Initial Environmental Evaluations, design facilities such as compost plants, disposal sites, and recommendations to minimize environmental impacts.

Strategic Environmental Assessment (SEA) for the Proposed Kalpitiya Tourism Development Area ( Dec 2007- Jun 2008)

Introducing CDM Assistance to E-Friends Projects (Apr – Aug 2007)

Environmentally Friendly Solution Fund (known as E- Friends), has been established by the Government of Sri Lanka (GOSL), with the assistance of the Japan Bank for International Cooperation (JBIC) to examine the feasibility of introducing CDM assistance to the current E-friends II scheme in the implementation of .projects that would reduce environment pollution and energy saving. EML was entrusted with the following: conduct study of the on going E-Friends II program along with an analysis on the activation of the E-Friends 1 revolving fund; investigate obstacles in utilizing the funds for CDM promotion, review the general implementation of the project and provide recommendations for CDM promotion through the usage of the funds and for more effective implementation of the project ;assess institutional capacities of the relevant agencies, assess their perception skills and capacity to handle projects on CDM ; Identify/recommend new technologies to reduce pollution and recommend criteria and provision to accommodate CDM; review the current procedures relating to the operations of loans.

Assessment of Training Achievement and Impact of JICA Country Focus Training on Vegetable Seed Production in Sri Lanka ( Jun- Aug 2006)

The assignment was to design and conduct a survey to assess the impact of JICA funded Training Programs held in Japan on Vegetable Seed Production. The activities comprised: design of questionnaires, selection of target groups, interviews with relevant personnel including the trained personnel, field verification and assessment of impacts of the training, analysis of results, and recommendation for future training programs based on the assessment.

Sri Lanka Tsunami Reconstruction Program (Oct 2005 - Oct 2008)

The project had 3 major components:

  1. Reconstruction of tsunami damaged Arugam Bay bridge in the Eastern Province , its access roads and improvements to social infrastructure;
  2. Reconstruction of damaged fishery harbours; and
  3. reconstruction of damaged vocational training facilities along the coastal belt including construction of two new vocational training centres with a view to provide skills training to Sri Lankans so they will be competent for 21 st Century jobs world wide. (total project cost US $ 40 million). EML handled the following . Comprehensive Environmental Impact Assessments; design and implementation of solid waste management program in the Atugam Bay; engineering expertise related to Coastal Rehabilitation ;design and conduct socio –economic surveys; Implementation of participatory approach programs involving all stakeholders

Skilled Personnel for Post Tsunami Reconstruction and Rehabilitation (Sep 2005 - Jun 2006)

Rural Finance Sector Development Project ( Aug 2005 – Aug 2008 )

Transparent Accountable Local Governance Project ( Mar 2005 – Sep 2007)

The objective of the project was to promote transparent, accountable and effective local governance in Sri Lanka, to support the transition to a peaceful and democratic society through the rectification of long standing weaknesses in democratic governance. The project promoted effective and democratic local governance in selected 38 Local Authorities (LAs) by improving their performance in the areas of: (a) good governance a nd leadership (b) Financial management (c) service delivery and (d) increased community participation. Also, the project strengthened other relevant agencies, organizations and mechanisms that support good governance and access to services at the local level. In addition, the project helped empower community organizations, and supports efforts to address policy and system bottlenecks that hinder good governance at the local level.

Arugam bay Development Project (Jan 2005 –June 2005)

The purpose of the project is to formulate a plan for the sustainable future development of the Arugam Bay area which was devastated by the tsunami in December 2005. The plan will capitalize upon the unique potential of the area. A major feature of the project is the reconstruction of the Arugam Bay bridge and the rehabilitation of its residents in an environment that will revitalize their well being and prosperity by repositioning the devastated tourism infrastructure. The project covers an approximate area of 20 sq.km.

Socio-economic Surveys in the Villages Surrounding Pilot Protected Areas (Mar 2005 – Dec 2005)

A detailed socio-economic survey of the socio-economic information of the community in the villages surrounding the pilot protected areas. JBIC Study on Promoting Clean Development Mechanism [CDM] in Sri Lanka (Apr 2004- Jan 2005)

CDM Project : Japan Bank for International Cooperation (JBIC) initiated action to promote CDM projects in Sri Lanka as a means of implementing the Kyoto Mechanisms designed to reduce global green house (GHG) emissions. Current status of CDM policy and project development in Sri Lanka was assessed through a consultative process with government ministries, project developers, and CDM stakeholders. Information on barriers for CDM development in Sri Lanka was gathered and analyzed to determine the future prospects for CDM development considering the national development policies as detained by the government of Sri Lanka( GOSL). Future prospects were discussed and recommendations made to enhance CDM promotion in Sri Lanka.

Design/development of Park Interpretation displays at Horton Plains and Udawalawe National Parks ( Dec 2004- Feb 2006)

The development of display materials is a sub component, which was funded by ADB, of the ‘special project titled “Development of Wildlife Conservation and Protected Area Management “ funded by the UNDP/FAO through Global Environmental Facility ( GEF), under which long term management plans were prepared for all leading wildlife protected areas. The display materials in the forms of texts, photographs, artifacts and other modular exhibits with interactive features provide basic information of the park, its history, fauna and flora and the ecosystems, and also serves as a tool for park interpretation.

Preparation of a Physical Plan for the Eastern Province (Sep. 2003 - May 2004)

Preparation of a comprehensive Regional Physical Plan for Eastern Province with an overall physical development strategy in keeping with the policies of the National Physical Planning Department and to be in harmony with on going development activities. The development plan covered all aspects of socio-economic, demographic, ecological and natural resources, and the physical infrastructure components. Preparation of land use plans and other important data layers in GIS format were accomplished. The final physical structure plan incorporated sectoral development plans and settlement plans taking into account the regional development policies, growth strategies etc.

Habitat Maps for Selected Areas and Protected Area Gap Analysis (Jun 2004 – Jan 2006)

The project supported the Sri Lanka Government to conserve Sri Lanka’s natural resources through the development of strategic management practices of the Department of Wildlife Conservation. The Habitat mapping study would strengthen the capacity of the Department of Wildlife Conservation ( DWC) to systematically monitor biodiversity in the protected areas. The Gap analysis would assemble a strategic portfolio of conservation sites for Sri Lanka that better represents the diversity of bio data and ecological systems present in Sri Lanka.

Second Perennial Crop Development Project - Floriculture (Feb 2001 to Dec 2005)

The project was under the second perennial crop development programme financed by the Asian Development Bank which aimed to develop floriculture in Sri Lanka. The main activity of the project was the extension services and facilitation of the discharge of loans by the Central Bank of Ceylon and seven other banks affiliated to this programme. Technical expertise were provided to growers including agriculture and technical services The project also developed markets for the products and expended its extension services to all the districts. The program involves development of cluster out-growers of floriculture that links small flower growers to medium / large growers, exports for better market stability.

Pre-Implementation Services to Ratmalana- Moratuwa & Ja-Ela/Ekala Wastewater System in Sri Lanka (Feb 2003- Nov 2004 )

The project involves conceptual designs for a sewerage system and central waste water management systems in the suburban towns of north of Colombo and south of Colombo which are priority areas under the ‘Environmental Improvements of Greater Colombo’. The assignment includes review of previous feasibility studies, surveying and mapping of existing (partially completed under a previously project) sewerage and waste water collection networks, design of distribution/collection and treatment/discharge arrangements. of industrial and domestic net works, design of collection, treatment and discharge components. Further the services include preparation of cost estimates , tender documents and a comprehensive Environmental Impact Assessment ( EIA ).

Study on Livelihood Improvement in Hambantota District (Jun – Nov 2004)

Objective of the assignment is to clarify present economic and social condition of the people living in Grama Niladhari (G/N/) Divisions in three Divisional Secretaries areas ( Hambaantota, Sooriyawewa, and Lunugamvehera) in the Hambantota District. A comprehensive social survey was conducted, data analysed and compiled into a final report.

Protected Area Management and Wildlife Conservation – Visitor Survey (Apr 2004 – Dec 2004)

The Visitor survey is a sub component of a main project which supports the Sri Lanka Government to conserve the country’s natural resources and biological diversity for the well being of current and future generations and provided assistance to meet its related international commitments and other policy goals. This is done partly by strengthening the capacity of Department of Wildlife Conservation (DWC) through development of strategic management capacity. The Visitor Survey of its Seven Protected Areas is aimed at the development of adaptive field management of the DWC.

Participatory Improvement of Underserved Settlements in Colombo ( Aug 2004 Jan 2005)

The Participatory Improvement of Underserved Settlement ( PRIMUSS) is a project funded by the German Development Corporation (GTZ) working towards the improvement of underserved settlements within the Colombo Municipality in improved sanitation and other basic infrastructure such as drainage/rainwater disposal. Good Urban Governance South Asia ( May 2001 to May 2005)

Good Urban Governance in South Asia (GUGSA) is a project sponsored by USAID in South Asia. In Phase 1 of the project, the project supported local NGOs and supported a municipal project that both (the NGO and the municipality) will address an urban service need within their community , as well as demonstrate the principles of good governance in the planning and implementation activities related to good urban management. The Local Authorities were reviewed for their transparency and accounting aspects as direct indicators of good governance. Phase 2 involved the development of a local government strategic plan that integrates disaster mitigation concerns for the Pradeshiya Shabas that have demonstrated need for disaster mitigation.

Hambantota Integrated Coastal Zone Management Project- Phase II, Sri Lanka (April 2002to Nov 2004)

This is the second phase of the HICZMP, which focuses on the implementation of recommendations made in Phase 1. The project has 10 sub-components. HICZMP implemented the field measures recommended by Phase 1 of the project to prevent further degradation of natural and sensitive eco-systems and also to uplift the standards of communities who are dependent on these resources for living. Also, the project strengthened the capacity of local stakeholder institutions including CBO/NGOs for collaborative management of coastal resources.

South Asia Regional Initiative Energy Training Project ( SARI/E) (Apr 2001 - Dec 2003)

The main objective of this project was to provide technical training necessary to promote USAID’s environmental programs and to reduce long-term threats to the global environment. EML were responsible for organizing, managing and implementing training events in Sri Lanka. The work involved interaction with AED staff, USAID staff and other regional subcontractors in India, Bangladesh, and Nepal. For training programs outside Sri Lanka, EML was responsible for organizing participants from Sri Lanka and the Maldives to attend these events.

Impact Monitoring of the Sri Lanka Conservation and Sustainable use of Medicinal Plants Project, Sri Lanka (Dec 1999 - Dec 2003)

Integrating Cleaner Production into Industrial Development, (CLIND)Sri Lanka (Oct 2001 - Sep 2002)

The objectives of the CLIND project were to develop the strategy, action plan and public policies needed by Sri Lanka to achieve cleaner production and the increased production efficiency, international competitiveness and sustainable development that cleaner production makes possible. Modernizing Sri Lanka’s industrial sector through the CP pathway will require efforts on many fronts by public and private organizations. Southern Province Rural Economic Advancement Project (Jun 2000 - Jun 2001)

The project aimed at reducing rural poverty by increasing income and employment opportunities for the rural population. The objective of the project was to translate the Government’s Regional Economic Advancement Programme (REAP) concept into a strategic framework and to develop a detailed proposal and an operational plan, This was achieved by implementing development plans in poor villages through a participatory planning process incorporating micro-enterprise promotion, promoting rural farm and non-farm enterprises. Supporting infrastructure and input supply systems in relatively developed villages were provided. Also, capacity of the private sector involved in providing enterprise promotion services, and local level government agency capacities were increased.

Development of Pinnawala Zoo, Sri Lanka – Preliminary Design Phase (Oct. 1999 –Sep. 2001)

Consultancy services to develop the proposed Zoo at Pinnawala – under the Department of National Zoological Gardens. The project is expected to provide a narrative for developing a state of art Zoo that meets the conservation Socio –economics priorities of the nation while combining the modern technologies and conceptual development in respective areas of specialties. The Consultancy was to prepare a Master Plan for the Zoo, designed through supervision up to the completion of the project. (Note: Although the designs and conceptual plans were completed, the project was not implemented due to various political reasons)
