The study includes: (i) assessment of institutional and financial arrangements that are actually practiced on the ground by Regional Plantation Companies and local authorities (ii) study of water resources and the techniques of delivery (iii) demand analysis based on the social and demographic fabrics of each selected estate; and (iv) a case study on the experience gained in the IDA funded 2nd Community Water Supply and Sanitation Project (the sector contributes 28% of Sri Lanka's agricultural production and accounts for over 80% of its agriculture exports).
Review of Historical and Current Status of the Fisheries Sector Along the Eastern Coast of Sri Lanka
The objective of this review is to establish a broad overview of the development of the fisheries sector (i.e. lagoon, coastal, and offshore fishing) along the eastern coast of Sri Lanka, inclusive of an assessment of the fisheries sector prior to the conflict, the impact of the conflict, the tsunami and post tsunami recovery interventions in support of the fisheries sector in the Eastern Province to date. The study will provide a basis from which the potential for future development of the fisheries sector in the Eastern Province can be established by planners at the provincial, district, divisional and local government levels to make technically informed decisions in respect of the management and conservation of fisheries resources in the Eastern Province.
Assessment and Critical Evaluation of Potential Pollution Impact of Current Land Use Practices, in Batticaloa Lagoon
The aim of the assessment is to highlight the potential pollution impact of current land use practices on Batticaloa Lagoon, identify the main types, sources and nature of pollutants entering the lagoon, potential current and future impacts and also to identify practical steps to be taken to address the pollution impacts.
Supplementary Survey on Environmental and Social Considerations for Moragahakanda Development Project
The supplementary survey/study will initially review and update the existing environmental Impact Assessment (EIA) and the draft Resettlement Implementation Plan (RIP) of the Moragahakanda Development Project (Moragahakanda Development Project is a component of the Mahaweli Project, which will serve as a major storage reservoir to supplement downstream irrigation systems of approximately 20,000 ha ).
The study will translate the documents which are relevant to EIA and RIP of the project, to conduct hearings with stakeholders on resettlement, and prepare Environmental Management Plan (EML) and Resettlement Action Plan (RIP)
Initial Environmental Examination for Forest Department Resettlement Project in Anuradhapura
The project envisages resettling of approx 800 families with shelter, sanitation and other basic social infrastructure facilities. The families will be settled in an extent of 200 acres which is adjacent to another resettlement area which houses 1200 families The examination will particularly focus on the interests and concerns of the Forest Department since the resettlement areas are within the Forest Department territory.
IFC Business Edge Training Program
The training program, aimed at improving business performance and competitiveness of private firms is implemented by EML in partnership with the International Finance Corporation (IFC). The training program will cover 5 broad categories of marketing, human resource management, finance and accounting, general operations management and personal productivity skills. Analysis of Current and Future Economic Values of Coastal Resources in the Eastern Province.
The aim of the analysis is to generate a clearer understanding of the financial value of coastal resources in the Eastern Province in terms of its resources contribution to the economy of the region at the present time and under one or more future possible development scenarios. The analysis is further warranted for, there is currently very little recognition of the economic contribution made by coastal resources to the economy of the Eastern Province and even less as to the likely economic impacts of planned interventions in coastal areas in the province. The analysis will establish a basis from which planners at the provincial level will be able to more effectively evaluate the likely positive or negative impacts of development proposals for the coastal area of the Eastern Province.
Capacity Needs Assessment of Local Authorities in the Eastern Province
The needs assessment is conducted under The Local Governance Project (LoGoPro) of UNDP which is aimed at developing democratic governance processes and enhancing service delivery with a focus on the devolved structures, the elected local government and provincial councils. The purpose of the assessment is to provide an analysis of local government counterpart capacity to fulfill financial and administrative responsibilities, deliver services and implement citizen participation as mandated by the recently required Ministry of Local Government Citizen Charter Policy and recommend strategies for donor assistance.
