- Project Name: Baseline Technical Study of Water and Sanitation Service Delivery in the Plantation Estates
- Client: World Bank
- Financing Agency: World Bank
- Project Period: April 2010-September 2010
- Description:Under the existing estate structure, the tea and rubber estates primarily operate as self sufficient "enclaves", with the estate management responsible for providing basic social services. The poor financial standing of many estates (RPCs and state and private sector) and the inadequate technical and institutional capacity of estate management to effectively deliver social services lead to the continuing poor human development indicators in the estate sector. They are generally far below those of urban and rural sectors. Given the importance of the estate sector and the fact that a large segment of total population depends on the viability of plantation sector, it is one of the national priorities for the country and is at the heart of its pro-poor growth and poverty reduction strategy. Therefore, 100% coverage of service delivery would improve health and welfare of the estate population and will significantly improve labor productivity.
